From the guide: “Federal consistency requires that federal actions that have reasonably foreseeable effects on any coastal use or resource, within or outside the coastal zone, are consistent with the enforceable policies of the CNMI [Coastal Management Program]. This guide informs agencies, applicants, and the public of the federal consistency review process in the CNMI and the enforceable policies and federal actions approved by the NOAA Office for Coastal Management (OCM).”
