COPIES OF THE SPECIFICATIONS MAY BE OBTAINED ON THE MUNIS VENDOR ACCESS PORTALOR AT THE OFFICE OF THE DIRECTOR OF PROCUREMENT SERVICES, LOCATED AT BLDG NO. 12386 ASCENCION DRIVE, CAPITOL HILL, SAIPAN, DURING REGULAR WORKING HOURS.

A pre-bid meeting will be held on Monday, December 01, 2025, at 10:00 a.m. ChST at the Office of Planning and Development, Bldg. 1324 Guguan Dr. Capitol Hill, Saipan. Bidders are highly encouraged to familiarize themselves with the site. Bidders wishing to participate in the pre-bid meeting virtually are required to submit a written request to the contacts listed above no later than 4:30 P.M. ChST, November 28, 2025. A Zoom link will be provided to those who submit timely requests.

Questions regarding the specifications about this project shall be addressed to the Office of Planning and Development Office via email at and . Questions are due no later than 4:30 p.m., ChST, December 08, 2025. All responses to inquiries will be shared with all prospective bidders.

All other questions or requests for clarification regarding this Invitation to Bid (ITB) must be submitted in writing to the Office of the Director of Procurement via email at . All questions and corresponding answers will be compiled and distributed to all prospective bidders by the Department of Finance – Division of Procurement Services, to ensure transparency and equal access to information.

THE PROVISIONS OF THE CNMI PROCUREMENT REGULATIONS, NMIAC SECTION 70-30.3-305, 70-30.3-725 AND 70-30.3-730 PROHIBITING GRATUITIES, KICKBACKS AND CONTINGENT FEES SHALL APPLY.

THE CNMI GOVERNMENT RESERVES THE RIGHT TO REJECT ANY OR ALL BIDS, OR PORTIONS THEREOF, AND WAIVE IMMATERIAL DEFECTS IF TO DO SO WOULD BE IN THE BEST INTEREST OF THE CNMI GOVERNMENT.
