Oleai Sport Complex Project Update: OPD hosts pre-proposal conference and site walkthrough as part of construction ITB and CM RFP

Earlier this week, the Office of Planning and Development’s (OPD) Oleai Sports Complex project team conducted pre-proposal and pre-bid meetings and a project site walkthrough in support of the Invitation to Bid (ITB) for the construction of the Oleai Sports Complex. Once the project is awarded and construction begins, the new additions planned for the complex will position the CNMI as a prime venue for large-scale regional sporting events, boost tourism, and allow CNMI athletes and the community to excel in the sport of their choice.

This project is made possible through $21.1million in grant funding from the U.S. Economic Development Administration, which was awarded to the CNMI in June 2021. Key project milestones to date include the completion of architectural and engineering designs in May 2025, the securing of a zoning permit in August 2025, and the securing of a major siting permit in November 2025.

Proposed work as part of the ITB includes the construction and installation of an Olympic-size swimming pool and associated systems, a spectator grandstand, locker rooms, ADA accessible walkways and ramps, baseball bullpens and batting cages, and other supporting facilities at the Oleai Sports Complex.

A Request for Proposal (RFP) is also currently being advertised to solicit firms for Construction Management Services of the Oleai Sports Complex Project.

Proposals for ITB26-GOV/OPD-42600012: “Construction Management Services for the Oleai Sports Complex and Cultural Event Center Project, Saipan, a Project Under the Office of the Governor/ Office of Planning and Development” are due to the Department of Finance Division of Procurement Services on February 13, 2026 at 10:00am ChST.
